This study aims to analyze the development of quality culture at MTsN 2 Tulungagung through the integration of Islamic values (Itqan, Ihsan, and Amanah) into modern management practices, as well as to assess the effectiveness of leadership and evaluation systems in supporting continuous quality improvement. The method applied is a qualitative descriptive-analytical case study, involving participatory observation, in-depth interviews with the principal, vice principal of curriculum, teachers, staff, and school committee, along with analysis of quality documentation. Data analysis followed the Miles, Huberman, and Saldaña model through data reduction, thematic coding, narrative presentation, and conclusion drawing. Findings indicate that the integration of transcendental values effectively enhances intrinsic motivation, establishes a consistent quality culture, and strengthens collaboration among school members. Transformational leadership and HR enhancement strategies successfully engage teachers and staff. Monitoring and evaluation systems based on the PDCA cycle ensure sustainable quality, while the organic-theological oversight model adds a moral and religious dimension to decision-making. In conclusion, effective quality culture in the madrasa requires a combination of religious values and modern management, providing a conceptual model for other Islamic education institutions.
